Good to Know

  • MSP Premiums are eliminated as of Jan. 1, 2020. MSP coverage remains mandatory for all BC residents. Visit gov.bc.ca/MSP/premium-elimination
  • Elimination of MSP premiums does not forgive you from paying outstanding premiums owed. MSP premium debts from before Jan. 1, 2020 will remain payable.
  • Not getting monthly emails? Check your junk mail and add NoReply@revenueservicesbc.gov.bc.ca to your contact list.
  • Contact us if you have trouble opening your invoice. Invoices are prepared in the first week of the month.
  • eBills can be sent to only one email address - the address in your Profile.
  • View and print your invoices from the Account page. Click to your account from Accounts Summary.
  • Download your invoice and payment history for paperless digital storage.
  • If you must go back to paper billing, you can Unsubscribe from eBill on the Account page. Please consider the environment before choosing paper billing.

Terms and Conditions

These terms and conditions apply to your use of the eBill (electronic billing) service provided by Revenue Services of British Columbia (RSBC) on the Billing & Payment Services website for your Medical Services Plan (MSP) account. By subscribing to eBill you agree to the following without limitation or qualification:

  1. You will not receive paper invoices by postal mail. RSBC will send a notification to the email address on your MSP account with the amount due, due date, and a link to pay, view, print, and download an electronic version of your invoice available on Billing & Payment Services.
  2. Use of eBill requires an active email address, an internet connection, and compatible computing systems. 
  3. You can only have one primary email address on your MSP account for receiving eBill notification from RSBC.
  4. It is your responsibility to monitor receipt of your eBill and ensure that payment is received on or before the due date, regardless of whether you can access this eBill service.
  5. It is your responsibility to update your email address so that you continue to receive eBill notifications. You can change your email address from your Profile, or contact us.
  6. You can unsubscribe from eBill from your account page. If you unsubscribe, you will receive paper invoices.
  7. RSBC is not responsible for undeliverable emails due to personal mailbox capacity restrictions or other personal settings interfering with delivery. RSBC makes no guarantees as to the operation, availability, or functionality of eBill, nor that it will be continuously free of error or disruption.
  8. You will use eBill responsibly. You will not use it for any fraudulent or other illegal purpose or to interrupt or damage our services to make them less efficient.
  9. RSBC reserves the right to cancel or change this eBill agreement at any time, at its discretion, with or without cause. If the service is permanently discontinued, RSBC will provide notice where circumstances reasonably allow, and will revert to paper billing.

RSBC expressly reserves the right to alter these terms and conditions from time to time by posting new terms and conditions on Billing & Payment Services.  Your continued use of eBill will be deemed an acceptance of the terms existing at that time.

Please note the following requirements for your MSP account, which is administered by Health Insurance BC (HIBC):

  1. If you are no longer a resident of British Columbia, you must notify HIBC of your date of departure and your new mailing address. Contact Health Insurance BC.
  2. The Medicare Protection Act requires that you notify MSP within 10 days of a new address or name change for your account. Go to MSP Account Change Request, or Contact Revenue Services of British Columbia
